Empowering Quilotoa: Sustainable Community Tourism Development for Indigenous Prosperity

Background

The Quilotoa volcano is one of the most impressive natural attractions in Ecuador, known for its turquoise crater lake offering a breathtaking view. Located in the Cotopaxi province, the region is inhabited by indigenous communities that have preserved their ancestral customs and traditions. These communities possess profound knowledge of their natural and cultural environment, allowing them to offer authentic and enriching tourist experiences.

However, tourism development in Quilotoa has been limited due to a lack of adequate infrastructure, poor promotion, and the absence of sustainable tourism management. Currently, local communities do not significantly benefit from tourism, and the generated income does not sufficiently improve their quality of life. Implementing a sustainable community tourism project could change this situation, generating employment, curbing internal migration, and preserving the environment.

Related SDGs

1. SDG 1: No Poverty: Community tourism can be an effective tool to reduce poverty by providing direct income to local communities.

2. SDG 8: Decent Work and Economic Growth: Sustainable tourism development creates job opportunities and promotes economic growth in rural areas.

3. SDG 11: Sustainable Cities and Communities: Promoting community tourism helps develop sustainable communities, preserving their culture and improving local infrastructure.

4. SDG 12: Responsible Consumption and Production: Encourages responsible tourism practices that minimize environmental impact and maximize social benefits.

5. SDG 15: Life on Land: Protecting and conserving local ecosystems is essential for sustainable tourism.

Current Situation

The current situation of the indigenous communities around the Quilotoa volcano reflects several challenges. According to data from the National Institute of Statistics and Censuses (INEC), the poverty rate in these communities exceeds 60%, and unemployment is a significant concern, with over 30% of the economically active population without formal employment. The educational level is low; more than 50% of adults have not completed secondary education, limiting their job opportunities.

Internal migration is another critical issue. Many young people leave their communities in search of better opportunities in cities, leaving behind an aging population and weakening family and community structures. The lack of adequate infrastructure, such as roads, basic services, and tourist accommodations, makes it difficult to attract and retain visitors for extended periods.

In terms of sustainability, current tourism practices are not aligned with environmental conservation, putting local ecosystems at risk. Communities lack access to environmental management training, and the economic benefits of tourism often concentrate in external intermediaries, not reaching local families.

Stakeholder Map

1. Local indigenous communities: Project protagonists, providing knowledge and cultural authenticity.

2. Local and national government: Institutions such as the Ministry of Tourism and the Ministry of the Environment are key for regulation and support.

3. Non-governmental organizations (NGOs): Can provide technical and financial support, as well as community development expertise.

4. Tourism companies: Private sector actors interested in collaborating in a sustainable business model.

5. National and international visitors: Beneficiaries of the tourist offer and promoters of the destination.

6. Academia and research institutions: Provide relevant studies and data for decision-making and impact evaluation.

7. Private investors: Potential funders of tourism infrastructure and services.

Problem

The lack of an integrated strategy to promote and manage community tourism sustainably in the Quilotoa region hinders the economic and social development of local indigenous communities. This results in low income, unemployment, internal migration, and environmental degradation.

  • The Galapagos Archipelago is globally recognized for its incredible biodiversity. In fact, it was declared a Natural Heritage of Humanity in 1979 and a Biosphere Reserve in 1985.
  • Its beauty and natural richness attract tourists from all around the world, who visit the Galapagos for relaxation, ecotourism, sports, scientific research, and to experience this dazzling environment also known as the "Enchanted Isles." Unfortunately, due to the conditions and costs of accessing the islands, Galapagos is not a feasible tourist destination for a large portion of Ecuadorians; therefore, international tourism far outweighs local tourism.
  • The vast majority of girls and boys living in Ecuador have a vague, distorted, or non-existent idea about the Galapagos, and they lack a sense of ownership of this oceanic province as part of their country.
  • This fact results in the absence of pride, connection, or a sense of shared responsibility for this treasure of which Ecuadorians are guardians. The Corporacion Elite Foundation and Zona Acuario have joined forces to develop the reading promotion project with the book "Galapagos, Land of Giants and Dragons," along with its complementary activity book: "Fun Galapagos."
  • The reading promotion campaign, edu-entertainment, increased environmental awareness, responsible tourism, and cultural identity aim to bring Galapagos to the mainland of Ecuador. This allows children from schools with limited resources in other provinces to learn about the island province and encourages the conservation consciousness of current and future international visitors to the Islands.
  • The book "Galapagos Land of Giants" is currently available in spanish and english versions.
